How to format a laptop that does not have a Windows XP disc?

I have a HP Pavilion Notebook running Windows XP Media Center. My disk has 2 partitions: C: for files in my operating system, applications, etc. .. and D: for HP_Recovery to reinstall my computer to factory settings. I format my C: drive as recovery only writes about the current files. I can not access the D: HP_RECOVERY, there is a large gold padlock when I try to explore the unit to access the installation files. HP recovery in my C: drive has PC Recovery Disk Creator, but when I try to use this option states that I have created the disks, I have not done. Is there a way for me to format my C: Partion and reinstall XP Media Center without having been provided a record that I bought this laptop HP?

You can contact HP and they are usually sent a new set of disks for a nominal fee. Not always do when the discs can be done under the system operational.
