Where can I buy a wireless/3g usb adapter to get an internet connection for my laptop, without any contract?

I'm coming to USA, from Europe, for a vacation, and I need a reliable and omnipresent internet connection for my laptop; I was thinking to some wireless/3G USB adapters; I saw that AT&T sells them, but they requires a 2 years contract; do you know if there is something like that, but without the need of any contract? I just need it for 3 weeks, and with a traffic limit of some gigabytes.
If I buy the connect card outright, it would cost 250$, and the service plan for 1month/5GB is 60$..., I see from AT&T web site...
Are there some cheaper option (other carriers, maybe)?
Are there some physical shops (real world, not web/electronic) where I can go to buy it (I will arrive on april the 30th in San Francisco)?
Would they sell it to a foreigner?

If you buy the card outright, then you don't need a contract for it. May be expensive for only 3 weeks, but it can be done.

You know what actually, go in and get the contract. Yes you can get it as a foreigner. I've seen it done often. You have 30 days to return it and cancel the contract without any added fees, you will just be paying for the service you used in the time you used it.
